Italy and Libya have signed strategic agreements in Benghazi to modernise Libyaโs healthcare and energy sectors through Italian expertise, capacity building and long-term institutional cooperation.
In a significant step toward strengthening ItalyโLibya bilateral relations, comprehensive cooperation agreements were formally signed in Benghazi between leading Italian partners San Donato Group and GKSD, and the Libya Reconstruction and Development Fund.
The agreements establish a structured framework to support the modernization of Libyaโs healthcare and energy sectors through the application of Italian expertise, targeted capacity-building programmes and long-term cooperation mechanisms aimed at delivering sustainable institutional development. The partnership is widely viewed as an important milestone in Mediterranean collaboration and Libyaโs post-conflict reconstruction efforts.
The signing ceremony, held in Benghazi on Friday, was attended by senior government officials and business leaders from both countries, underscoring the strategic importance of the initiative for bilateral engagement and economic recovery.
The multi-sector agreements focus on two critical areas of national infrastructure: advanced healthcare services and energy sector development. The healthcare component is anchored by San Rafael Hospital, part of the San Donato Group and internationally recognised as one of the Mediterranean regionโs leading medical institutions, known for its clinical excellence and innovative models of patient care.
Under the agreements, the partners will pursue technology transfer, professional training and institutional development programmes, while creating employment opportunities and encouraging knowledge exchange between Italian and Libyan professionals. The energy sector component targets infrastructure rehabilitation, the integration of renewable energy solutions and capacity building initiatives to support Libyaโs long-term energy security and sustainability objectives.

Kamel Ghribi, whose office played a central coordinating role in facilitating the agreements, expressed profound satisfaction with the achievement and its far-reaching implications for both nations.
“Today we have achieved an important milestone that represents not just a business agreement, but a bridge between two ancient Mediterranean civilizations committed to mutual prosperity,” Ghribi stated following the signing ceremony. “We, San Donato Group and GKSD, signed practical agreements with Libya Reconstruction and Development Fund, aimed at supporting and boosting the health and energy sectors, focusing on employing Italian expertise, building capacity, and achieving effective and sustainable cooperation.”
