The World Health Organization (WHO) has launched a new framework to help countries strengthen the use of behavioural sciences in public health institutions. Unveiled during the 79th World Health Assembly, the toolkit aims to support implementation of World Health Assembly Resolution WHA76.7 by providing practical guidance and measurable indicators for institutional capacity building.
At the core of the framework are 12 RECAPPS indicators, designed to help public health organizations assess progress, identify areas for improvement, and integrate behavioural science into policy development, health programmes, and decision-making.

The framework is part of a broader suite of WHO resources developed over the past three years, including tools for workforce assessment, establishing behavioural insights functions, global case studies, and a forthcoming behavioural science glossary. Additional guidance on monitoring and ethical oversight is also planned.
WHO said “the tools provide countries with a structured pathway to embed behavioural science into public health systems, supporting more effective, evidence-informed policies and stronger institutional capacity.”
