Saudi Arabia Advances Specialised Behavioural Healthcare with 15-Year PPP

Addleshaw Goddard has advised SEH Healthcare on its successful award of a 15-year public-private partnership (PPP) contract to operate and manage the SABIC Specialized Behavioural Healthcare Hospital in Riyadh, supporting Saudi Arabiaโ€™s efforts to expand specialised mental and behavioural healthcare services.

The contract was awarded to SEH Healthcare, a consortium comprising SMC Healthcare, Health Gates and Germanyโ€™s Dr Ebel Group, following confirmation by the Ministry of Health and the National Centre for Privatization & PPP.

The 150-bed hospital was constructed by SABIC and will be operated by the consortium under Saudi Arabiaโ€™s broader healthcare privatisation programme. The project forms part of the Health Sector Transformation Program, a key pillar of Vision 2030 aimed at increasing private-sector involvement in healthcare delivery and improving access to specialised services.

The agreement is among the early healthcare PPP projects of its kind in the Kingdom and is expected to support the development of specialised behavioural health services in Riyadh.

The project also highlights the growing role of private-sector partnerships and international healthcare operators in supporting Saudi Arabiaโ€™s healthcare transformation goals.

With a dedicated 150-bed facility and a long-term operating framework, the partnership is positioned to strengthen specialised behavioural healthcare capacity while contributing to the Kingdomโ€™s wider Vision 2030 objectives.
