In support of cancer control efforts in countries around the world, theย WHO Academyย has today launched aย course onย ย National Cancer Control Planningย forโฏProgramme Managers. The course is intended forย thoseย involved in strategic planningย onย cancerย at national and sub-national levels, includingย policy-makers,ย technical experts,ย fundingย and civil society partners among otherย stakeholders.ย The course provides learners with theย requisiteย knowledge, skills and competencies for effective leadership and governance as well as capacityย to formulate evidence-based national cancer control plans that are context-specific andย feasibleย to implement. Itย emphasizes the need forย alignment with other healthย programmesโฏandโฏintegration within the broader ministerial health strategy.ย
โStrong national cancer control plans are essential for preventing cancer, addressing treatment needs, and improving the well-being of people affected by cancer. A global review of national cancer control plans found that although 80% of countries have developed NCCPs, significant gaps remain, with just 30% incorporating prevention strategies, 48% with Specific, Measurable, Achievable, Relevant and Time-bound (SMART) objectives and three quarters unfunded. Inherent gaps in the quality of NCCPs affects delivery of cancer services, derailing progress in reducing the burden of cancer and improving the quality of life for cancer patients. Evidence shows that well-organized NCCPs linked to strong governance mechanisms can improve cancer outcomes.
Theย newย courseย introduces the learner toย the concept of cancer control and theย WHOย globalย initiatives onย breast, cervical and childhood cancer,โฏIAEAโฏRays ofโฏHopeโฏand IARCโฏGlobal Initiative on Cancer Registries.โฏโฏUponย successful courseย completion, learners will be able to:ย
- demonstrate knowledge and understanding of the scientific principles and core components of NCCPs;ย ย
- develop competencies inย stakeholderย management, and capacities in strategic coordination;ย
- develop skills and competencies inย gap analysis, prioritizationย andย costingย of the NCCP,ย utilizingย existing WHO toolsย such as theย WHOย cancerย costing tool;ย
- translate prioritized interventions into SMARTย objectivesย and formulateย NCCPs that are coherent,ย context-appropriateย andย feasibleย to implement;
- criticallyย analyseย data and conduct programmeย reviews,ย andย monitoring and evaluation andย optimizeย existing national health information systems for reporting;ย and
- share best practices and create aย community of practiceย in support of theย reduction of theย burden of cancer andย theย improvement ofย quality of lifeย forย cancer patients.ย
