Five Agreements to Boost Local Pharmaceutical Manufacturing Across the Middle East

ADCAN Pharma has signed five licensing and local manufacturing agreements and binding term sheets with international pharmaceutical partners at CPHI Milan 2026, held in Milan, Italy, from October 6 to 8.

The agreements cover cardiovascular disease, diabetes and oncology, supporting the companyโ€™s plans to expand its product portfolio, facilitate technology transfer and strengthen local pharmaceutical manufacturing across the UAE, Saudi Arabia and the wider Middle East.

The partners include Greece-based Elpen, Alvion and Genepharm, Indiaโ€™s Inventia, and Taiwanโ€™s Lotus. The arrangements aim to support the production of essential medicines closer to patients while building regional manufacturing capabilities.

Dr Shaikha Al Mazrouei, Research and Studies Advisor at the Emirates Drug Establishment (EDE), said: โ€œInternational partnerships in licensing, technology transfer and local manufacturing are an important enabler of the UAEโ€™s pharmaceutical industry. At the Emirates Drug Establishment, we are committed to ensuring that this growth is supported by a regulatory environment that strengthens quality and compliance, enables innovation and knowledge transfer, and enhances the competitiveness of UAE-manufactured pharmaceutical products in regional and global markets.โ€

โ€œThese agreements reflect our focus on building long-term partnerships that can strengthen local manufacturing and expand access to essential medicines,โ€ said Mr Hamdan Mohamed AlDahmani, Chairman of ADCAN Pharma. โ€œOur priority is to support patient access, capability transfer, and the continued growth of the UAE and the regionโ€™s pharmaceutical sector.โ€

Dr Fokion Sinis, Chief Executive Officer of ADCAN Pharma, said the MOUs are part of the companyโ€™s broader localization strategy. โ€œThrough licensing and technology transfer, we aim to bring critical therapies closer to patients in the UAE while strengthening our capabilities across cardiovascular care, diabetes, and oncology across KSA and the Middle Eastโ€ he said.
