DIHAD Sustainable Organisation and the Government of the Republic of Zambia have signed a Memorandum of Understanding (MoU) to establish a framework for developing Zambia Medical City, an integrated healthcare ecosystem aimed at strengthening specialised medical services, education, research and innovation.
The agreement was signed in Abu Dhabi on October 9, 2026, in the presence of Zambian President H.E. Hakainde Hichilema. Eng. Khaled Al Attar, Director General of DIHAD Sustainable Organisation, and Hon. Prof. Roma Chilengi, Zambia’s Minister of Health, signed the MoU during the UAE–Zambia Business Forum.
Zambia Medical City is envisioned as an integrated development bringing together a hospital, specialised medical centres, a university and training facilities. The project aims to expand access to specialised healthcare, strengthen medical education and professional training, and support research and the development of national healthcare capabilities.

The initiative is also expected to contribute to Zambia’s broader economic development by creating employment opportunities and supporting medical tourism. It will focus on connecting healthcare delivery with education, research, technology and supporting infrastructure within a coordinated ecosystem.
Hon. Prof. Roma Chilengi, Minister of Health of the Republic of Zambia, said: “The signing comes as the UAE and Zambia continue to strengthen their bilateral relationship, with the two countries exploring expanded cooperation across areas including the economy, renewable energy and infrastructure. The UAE and Zambia have reaffirmed their commitment to further strengthening bilateral relations, which span more than five decades, and expanding cooperation in support of their shared development priorities.”

The agreement builds on longstanding UAE–Zambia relations and aims to strengthen cooperation through knowledge exchange, institutional capacity building and international expertise.
The MoU establishes a foundation for further collaboration between the two sides as they work towards developing a future-ready healthcare ecosystem in Zambia and the wider region.
