Technical Committee No. 164, “Artificial Intelligence,” has been ranked among Russia’s 10 most effective technical committees for 2025, highlighting progress in developing national standards for artificial intelligence.
The committee includes the “Artificial Intelligence in Healthcare” Subcommittee, based at the Center for Diagnostics and Telemedicine of the Moscow Health Department. The subcommittee develops standards aimed at supporting the safe and effective use of AI technologies in medical practice.
According to the Center, 28 national standards have been developed through this work, with six coming into force in 2026. The standards address areas including requirements for medical AI systems, technical and clinical testing of AI services in radiology, preparation of datasets and general principles for using artificial intelligence in healthcare.

The work is supported by practical experience from Moscow’s healthcare system. Since 2020, the city has conducted a computer vision experiment in healthcare, with more than 200 AI services tested in real-world clinical settings. Rosstandart evaluated 259 technical committees for 2025 based on factors including achievement of planned targets, industry participation, international cooperation and contributions to the national standardization system.
The initiative aims to establish consistent approaches to evaluating and implementing medical AI while supporting quality, safety and innovation in digital healthcare.
