Dubaiโs health insurance system expanded significantly in 2025, with higher beneficiary coverage and claim volumes highlighting its capacity to meet growing healthcare demand.
Dubaiโs health insurance system posted notable gains in coverage and operational performance in 2025, underscoring its continued expansion and ability to meet rising demand for healthcare services, according to the latest figures released by the Dubai Health Authority (DHA). The growth further strengthens Dubaiโs standing as a leading global hub for integrated and high-quality healthcare.

DHA data show that the number of beneficiaries covered under the emirateโs health insurance system surpassed 4.9 million in 2025, up from around 4.6 million in 2024, reflecting an increase of approximately 6.5 percent. During the same period, insurance claims rose to about 49.6 million, compared to 43.69 million claims recorded in 2024, marking a year-on-year growth of nearly 13.5 percent. The increase highlights the growing utilisation of healthcare services and the systemโs capacity to support Dubaiโs population and economic growth.
The figures also indicate the scale and integration of Dubaiโs health insurance ecosystem, which currently includes 3,936 healthcare providers, 140 insurance brokers, 43 insurance companies, and 16 insurance claims management entities. This broad network reflects strong coordination among stakeholders to ensure service continuity, efficiency, and delivery in line with international best practices.
Asma Al Sharif, Chief Executive Officer of the Dubai Health Insurance Corporation at the Dubai Health Authority, said that the 2025 operational indicators confirm the sustained and continuous growth of the health insurance system. She noted that these results reinforce confidence in the robustness of the systemโs operational infrastructure and support its proactive readiness and capacity to accommodate future expansions, respond to evolving needs, and keep pace with growing community requirements thereby contributing to enhanced quality of life and public health across the Emirate.
