Dubai: His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum has approved the strategy and operating budget of the Dubai Longevity Authority (DLA), marking the transition of the newly established authority from its setup phase to implementation
The approval followed the Authorityโs inaugural board meeting chaired by Helal Saeed Almarri. Established under Law No. 17 of 2026, the authority is responsible for regulating the Longevity, Wellness and Advanced Health (LWAH) sector across areas including research, clinical trials, sourcing, manufacturing and commercialisation.
The strategy focuses on developing regulatory frameworks, launching pilot programmes and supporting market activation. The Authority is also developing an activity-based licensing system, minimum standards and enforcement mechanisms for the sector.

His Excellency Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism (DET) and Chairman of the Dubai Longevity Authority, said: “Guided by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum and the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, we are building a globally competitive ecosystem for the future of health from first principles, spanning the Longevity, Wellness and Advanced Health sector.”

A key initiative is its Minimum Viable Product (MVP) programme, which will provide selected innovators with a supervised environment to test and develop solutions before scaling. The framework is intended to support innovation while maintaining regulatory oversight.
Beyond regulation, the Authority will support areas including investment, intellectual property, talent and infrastructure. Its next phase will include strategic partnerships, investor support, data and IP frameworks, and market-facing initiatives aimed at developing Dubaiโs longevity and advanced health ecosystem.
