UAE Updates Healthcare Emiratisation Policy to Increase Emirati Representation in Medical Roles

The Ministry of Human Resources and Emiratisation (MoHRE), in collaboration with the Ministry of Health and Prevention, has introduced revised Emiratisation requirements for private healthcare facilities across the UAE. Under the updated policy, the mandatory annual Emiratisation growth target of 2% must now be divided equally between specialised healthcare professions and other skilled positions within healthcare establishments.

The revised framework applies to private healthcare facilities employing 50 or more workers and aims to strengthen the presence of Emirati professionals in critical healthcare roles. Officials said the change follows a comprehensive review of workforce needs and is intended to support the long-term sustainability and quality of healthcare services in the country.

Healthcare providers are encouraged to recruit qualified Emirati talent through the Nafis platform and align hiring practices with approved healthcare professions. Authorities will begin assessing compliance with the new requirement in 2027, with financial contributions applicable to establishments that fail to meet the targets.

The announcement comes as the number of Emirati professionals working in the private healthcare sector surpassed 8,800 by the end of 2025, highlighting the growing appeal of healthcare careers among UAE nationals.
