Manila, Philippines- The Department of Health (DOH) has mobilized its Philippine Emergency Medical Assistance Team (PEMAT) in response to the devastating 6.9-magnitude earthquake that rocked Cebu on October 1, 2025, confirming the unit’s readiness for immediate deployment.
Health Secretary Ted Herbosa announced the activation of PEMAT, an Emergency Medical Type 1 Fixed team registered with the World Health Organization as an Internationally Deployable Team. Capable of setting up temporary hospital tents, the team will deliver essential services including surgeries, consultations, laboratory testing, diagnostics, and patient admissions for evacuees and the injured. PEMAT’s expertise was previously demonstrated in Myanmar following a major seismic event there, underscoring its proven rapid-response capabilities.

Complementing medical efforts, a Psychosocial Team from the National Center for Mental Health will provide critical mental health support to survivors, addressing the psychological toll of the disaster. Rehabilitation initiatives are also accelerating, with funds from the DOH’s Quick Response Fund allocated to repair health facilities damaged by the quake and the recent typhoon in Masbate.
The department is evaluating the reactivation of oversight functions for private hospitals in Bogo City to ensure seamless health service continuity. President Ferdinand “Bongbong” Marcos Jr. has issued a strict mandate for sustained, comprehensive action, emphasizing that “every life matters” under the DOH’s #BawatBuhayMahalaga campaign.
