Dubai Municipality and the Dubai Foundation for Women and Children (DFWAC) have signed a cooperation agreement to develop a pioneering model for care and protection facilities, combining engineering expertise with specialised care and rehabilitation services.
Signed on 7 August 2026, the agreement aims to establish integrated facilities that meet high engineering, safety and humanitarian standards while improving the environments and services provided to beneficiaries.
His Excellency Shaikha Saeed Al Mansouri, Acting Director General of the Dubai Foundation for Women and Children, said: “This agreement marks an important milestone in the Foundation’s efforts to further enhance its services and advance shelter and care facilities through a more specialised and sustainable approach. It recognises design and engineering as essential parts of the care and rehabilitation ecosystem and reflects our belief that the quality of care is closely linked to the environment in which it is delivered.”
Under the partnership, Dubai Municipality will provide technical and engineering support across project stages, including feasibility studies, design development, technical reviews, implementation supervision, project handover and maintenance planning.

The collaboration will place beneficiaries at the centre of facility design, considering factors such as privacy, accessibility, lighting, ventilation, space planning and shared areas to create safe and supportive environments that promote psychological and social wellbeing.

Bader Anwahi, Chief Executive Officer of the Public Facilities Agency at Dubai Municipality, said: “Our collaboration with the Dubai Foundation for Women and Children marks a new chapter in developing a pioneering model for care and protection facilities. It advances the concept of a ‘human-centred care environment’ as a core element of specialised care and aligns the planning and delivery of these facilities with international best practices.”

The facilities will support care, rehabilitation, psychological, social and educational programmes for women, children and other beneficiaries.
The partnership will also translate DFWAC’s experience in shelter and care services into technical standards and design principles that could guide future care facilities in the UAE and potentially serve as a benchmark internationally.
